He was preceded in death by his beloved wife of 60 years, Dale Cooper McCartney.

After serving in the U.S. Army in Germany at the Landstuhl Regional Medical Center, Herb attended the University of Tennessee in Knoxville, where he received a B.S. in Business Administration in 1959. While in Knoxville, Herb was a member of Sigma Phi Epsilon Fraternity and served in the Tennessee National Guard.

In 1959, Herb joined Southern Bell Telephone Company in Nashville, Tennessee, kicking off his 32-year career with the company. Over that time, Herb held several positions focusing on commercial operations, public relations and personnel supervision in Nashville, Chattanooga and Atlanta before becoming District Manager in Rome, Georgia in 1972. He remained in that role until retiring in 1991.

Following retirement, Herb served on the Floyd County Board of Assessors, including three years as chairman.

Herb was active in several civic organizations throughout his career. In Rome, he was a member of the Rotary Club and served on the boards of Junior Achievement, Chamber of Commerce, Rome Council for the Arts, the Red Cross and the Cancer Society, among others. He previously held leadership roles with the Chattanooga Jaycees.

Since 1972, Herb was a member of the First Presbyterian Church in Rome. He was a former member of Barton’s Creek Baptist Church in Lebanon.

He is survived by his daughter, Enger McCartney-Smith (David), of Mount Holly, North Carolina; three grandchildren, Aliya Smith, Atlanta, Iain Smith, of North Hollywood, California, and Jacob Smith, of Mount Holly; and several cousins.

Funeral services will be held on Thursday, March 13 at 1 p.m. at Daniel’s Funeral Home of Rome, Georgia. A private burial will follow in the Forest Hills Cemetery in Chattanooga, Friday, March 14, 2025.

In lieu of flowers, the family suggests that donations be made to The Gary Sinise Foundation or The Tuskegee Airmen National Museum.
